Sugar costs way more than flour in the supermarket.

The sugar regime was also self funding, so placed little net burden on the EU budget. Producer levies funded export subsidies – there’s another clue, you don’t need to subsidise exports if your internal market price is at “very low levels”.

The Swedish Environmental Management Council, SEMCo, is the Swedish government’s expert body on sustainable
procurement. Criteria have been developed for sustainable
procurement of food categories such as meat, fish, fruit&vegetables, grains etc.
They are open for use as a support to municipalities and regions. The criteria are
well known and widely used in Swedish municipalities. As of 2014, procurement
criteria and support will be integrated in the Swedish Competition Authority.

elderly person has been infected with HIV then they would be more susceptible
to AIDS associated illness, but there is no evidence to say that age is a risk
factor in contracting the virus in the first place.
